Ano Ba Talaga Ang HR 1109
Matagal na natin pinaguusapan ang House Resolution 1109 sa Barrio Siete. Pero ano ba talagang klaseng animales itong si HR 1109?
Sa mga balita, alam natin na ang HR 1109 ay isang paraan ng pagtawag ng Constituent Assembly para amyendahan ang ating Saligang Batas. Ayon sa ating The Cat, base sa mga nakaraang huntahan sa mga posts natin about Con-Ass, ang Constituent Assembly ay isa sa mga paraan ng pag-amyenda ng ating Saligang Batas. Ang iba pang modes nito ay ang People’s Initiative at Constitutional Convention na siya namang nasaksihan ng ilan sa atin noong 1987 nung inamyendahan ang 1971 Constitution.
Ibig sabihin nito may 3 modes ng pag-amyenda ng ating Saligang Batas: People’s Initiative, Constituent Assembly, at Constitutional Convention.
Sa Article XVII ng 1987 Philippine Constitution, kakailanganin ng 3/4 ng boto ng Congress para ma-ratipikahan ang mga proposed changes sa ating Constitution (kung tayo ay dadaan sa Con-ass)
O baka iniisip nyo na pag sinabing Congress e yung House of Representatives lang…
Hindi po yun. Pag sinabi nating Congress, eto ang magkasamang Senate at House of Representatives – bicameral ang termino natin sa Congress.
E anong pinaghihimutok ko dito sa issue na ito? Let me summarize my little bubwit thinking points:
1. Ang timing ng pagpasa ng con-ass.
Hindi bat katataka-taka ang mabilisang pagproseso at viva voce (palakasan ng boses sa botohan) ng con-ass? Isa pa nito na nalalapit na ang election next year at tila baket gusto na nilang irevisa ang ating Saligang Batas. Di ba parang double jeopardy ang kalalabasan nun?
Baket hindi na lang hintayin matapos ang election para ipahayag ang mga con-ass chorva na ito? Di ba?
2. Ang intention ng pagpasa ng con-ass.
Nirereflect lang nito ang aking nasabi sa number 1. Nakuha pa nilang magover-time para ipasa ang con-ass na ito. Maliwanag na may intention ang ating mga leche-lators na mabilisang trabahuin ito. Ang tanong ko sa mga pasaway na ito: ano ba ang intention nyo sa pagmamadaling baguhin ang ating Saligang Batas?
Kita nyo naman. Puro tayo mga tanong tungkol sa mga provisions na gusto nilang sabihin. Asan ang inyong mga gustong baguhin? Hindi bat nararapat na maging transparent kayo sa taong bayan?
3. Totoo bang kahit hindi kasama ang Senate e tuloy pa rin ang Con-ass?
Isa ito sa mga balitang umiikot tungkol sa Con-ass. Nakita nyo naman na kumilos mag-isa ang House of Representatives. Kaya nga pag sinabing Congress, magkasama ang House of Representatives at Senado. Dito pa lang e mapapakamot ka na ng ulo.
Ipinapakita lang nito na may mga hidden agenda ang mga leche-lators na ito. Hmpt!
4. Ano ang magiging epekto nito kay Common Juan?
Ano nga ba? May nakikita akong problema dito. Una, ang common Juan e hindi ganun ka-abreast sa ating Saligang Batas. Hindi naiintindihan ng iba sa atin kung ano ba ang magiging epekto nito sa atin. Pangalawa, ang iba sa atin ay nagiging manhid na sa dami ng problema sa buhay at pinas. Kumbaga, ang iba pa nga sa atin e mas gugustuhin na lang mag-migrate sa ibang bansa.
Ang epekto kay Common Juan? Ginagawa tayong TANGA o MANGMANG ng mga leche-lators na ito pagdating sa mga legalese na bagay. Alam nyo naman sa pulitika na uso ang gamitan. Ang ating magiging susi upang hindi tayo mabrainwash o magamet ng mga pasaway na ito ay sa pamamagitan ng pagiging aware natin sa issue at pag-aralan ang ating Saligang Batas.
Tandaan natin na hanggat nakakalusot sa mga butas ng batas ang ating mga leche-lators, lulusot at talagang sapilitang lulusot para lang maserbisyuhan ang mga self-serving agendas nila. Tayo, bilang mamamayan ay dapat maging aware sa mga sneaky moves na ito.
Parang sa isang kumpanya, ikaw na may-ari ng kumpanya e niloloko ka ng mga tauhan mo.

wag tayo puro satsat ng wala naman nilalabas na salita. bilang pilipino aralin natin ang nangyayari kasi hindi lang dame ang labanan ng demokrasya e, minsan utak din yan para di na tayo mautakan pa ng mga leche-laytors na yan.

First of all i’m not an anti-american, remember “WORLD PEACE” sabi ni Reyna Elena.
My point is, in the Philipines either it is rally or meeting de avance, organizer wants huges number of crowd. Kaya nga nauso ang hakot system. Ang mga kawawang nahakot pagtinanong mo walang alam dahil ang sabi ng organizer hawakan n’yo itong placard at sumigaw sa pangakong may matatanggap na pera pagkatapos.
Nakakita na ba kayo ng nagrarali sa harap ng PAINT factory at ang winawagayway nilang placard ay walang nakasulat dahil binoboykot nila ang produkto ng kompanya…

Out of tune nga si blagista, but as I said, what if i felt it too. un bang feeling na nagpaalipin dahil sa dolyar – green money man. that’s what I felt too. If you did not feel that way, then good for you.
However, what they didn’t know is that it took me years and years to convince myself not to think that way… I found a way not to. Was I an anti-ofw because i felt yung sinabi ni blogista everytime I did my job? It was how i felt. What could I do if that’s what i felt? It was therapeutic for me, justifying why i have to do this instead of something else.
