As Neal Cruz sees it: Noynoy will be the next president

28 April 2010 18 Comments

“I THINK IT’S ALL OVER: NOYNOY AQUINO will be our next president. Thus says Neal Cruz.”

And boy did I agree on the article! This is a lesson in political campaigning. It is also a sign of something that is changing, and I hope the votes will reflect that biggest and most important change. That we can no longer be bought. We, the Filipino people reject the nasty below the belt tactics similar to a hate campaign. It’s a sign. We still have a lot of learning to do in conducting political campaigns, but it’s a good sign. Here’s part of what Neal Cruz wrote:

Aquino is pulling away from his rivals in the surveys. The handlers of his closest rival, NP presidential candidate Manny Villar, may have made a mistake in using black propaganda against Noynoy by peddling to media the bogus psychiatric test results on Noynoy (if they were indeed behind it). The ploy boomeranged not only on Villar but, ironically, also on a senatorial candidate in his ticket, whose mental state is now the subject of jokes in the coffee shops. That caused Villar’s ratings to slide. Filipinos don’t like below-the-belt tactics.

How could they have made such a booboo? If a report is fake, it would be easily and quickly discovered. One phone call to Ateneo, the alleged source of the bogus report, and the jig was up. How come Villar did not see the trap? Was he and his handlers that desperate?

If the Villar camp was not the source, the real source could not have made a better plot to hurt him. Being Noynoy’s strongest rival, accusing fingers quickly pointed to him. The fingers may be pointing at the wrong person, but the damage has been done.

The exposé of Puwersa ng Masa’s Erap Estrada and Juan Ponce Enrile about Villar going to the Philippine Stock Exchange (PSE) and to the Securities and Exchange Commission (SEC) to exempt his real estate firm from their rules also added to Villar’s woes. It seems his past sins are catching up with him.

His exoneration by PSE and SEC officials did not help any. It was normal procedure, they said. But Filipinos (at least those surveyed) still thought that was unethical.

That is just the latest accusation of unethical behavior against Villar. Added to the C-5 insertion and rerouting scandal and the Norzagaray landgrabbing case, they painted a very bad image of Villar’s moral scruples.

Which brings us to the issue of whether or not a businessman like Villar would make a good president. A public official is supposed to dissociate himself from his businesses once he accepts a government position to avoid a conflict of interest, but you cannot totally separate a businessman from his businesses. Suspicions of conflict of interest will still persist even if there is none.

That is why Danding Cojuangco never became president, in spite of his immense wealth. Is the same thing happening to Manny Villar?

What this is telling us is that wealth is not everything in the chase for the presidency. What is more important, at least to Filipinos, is trust and credibility.

So far, Villar has been the biggest spender (some say he has already spent for advertisements and commercials more than the law allows) in the current presidential race, but that is not enough. Let’s face it, Ninoy and Cory may be in their graves, but they are still drawing votes for Noynoy—even if Kris Aquino is alienating many of those votes.

Hwag na tayong mag-election. Sayang lang yung billions na ginagastos ng Comelec at pagod ng mga teachers natin.

    Magpa-survey na lang tayo.

    • reynz says:

hey! i don’t trust the Comelec at times hahaha! they continue to do “wonders”, look at the current headlines regarding the contract. kaya, heck! if they allow and make the surveys official para lang there ain’t gonna be Garci, y not?

    • fz says:

sir, its Neal Cruz’s (whoever that is) opinion. you cant chew it? go bite something else

  • Jet says:

It is ironic that those who believed in surveys (of 1,800 sampled respondents), now wants to have a manual counting of 50,860,000 ballots come May 10…..

    • reynz says:

there’s no irony there Jet. that’s just to make sure that there is not going to be any more dagdag-bawas and that indeed the election is going to be clean.

i am for a parallel count.

i heard that in auditing, this is a much much better control because no matter how good your internal controls are, it’s the execution that matters the most. :-) , did you know na para syang post-audit den if you look at it? hahaha!

      • Jet says:

        Reynz,

Go back to your Auditing 101, you only need Substantive Tests if your Compliance Tests fails…. the problem is there were “compliance tests” conducted by Comelec and Smartmatic but they didn’t participate (well the losing IT bidder companies i.e.) and now they are crying foul at the 11th hour…

Now what happens in a scenario where the manual counting which took 45 days to complete (susceptible to all elections summary snatching and errors) differ with the PCOS count?

        I am for “random auditing”.

        • reynz says:

          Jet,

Comelec doing compliance? Won’t work Jet, won’t work. Where’s the independence? True, Substantive Test is acceptable but the “materiality” of this event does not call for Substantive Tests because the very base (Comelec) in itself is questionable by its own actions.

I am still for manual counting.

          • Jet says:

            Reynz,

The project implementation of the computerized elections by Smartmatic (not Comelec) started some 12 months, where they executed a number of test plans and user testings (which I call Compliance Tests). These all happened with certain IT Teams shadowing Comelec and Smartmatic.

The execution of the test plans while not perfect was satisfactory, ergo the “random auditing” route…

Had all the tests plans and user testings failed, then a manual counting is merited…

In short, all these testings happened in middle of 2009 and early 2010, hindi ito nangyari last month lang….

The downside of manual counting are as follows:

            1) We go back to manual tallying;
            2) Manual summarizations to and from City Halls, Provincial Offices,
            3) Who keeps custody of ballots during the process? What about ballots and tally snatchings?
            4) How long should we wait to declare the winning President? 30-45 days, where the losing candidate can prepare his own ballots, ballot box, tally sheets etc.

ALL THESE a Computerized Counting System is trying to address….

As you know the vendor doing this is Smartmatic, not Comelec…so our issues with Comelec does not hold (to some degree)…

          • reynz says:

I have such a big problem with Comelec outsourcing a lot of things to Smartmatic, Jet.

At this point, to me, essentially, whoever holds the technology holds the key. What I’m saying is Smartmatic holds our vote – not Comelec anymore. Given what I read on the papers, Comelec does not even know anymore what was outsourced and now is dependent upon Smartmatic and not the other way around.

This will be a very long and prolonged discussion Jet.

          • Jet says:

            Reynz,

The discussion about the whole automated elections started during the debates on the Automated Elections Law crafted by Senator Dick Gordon which was 2-3 years back.

The bidding, selection and vetting of vendors which eventually decided on Smartmatic also happen some 18-20 months back.. Everyone was aware of the strict timelines and the conditions of an Automated Elections to happen in May 2010…

That is why I am surprised that Senator Noynoy Aquino (who is assumed to have diligently attended the Congressional Hearings on the Automated Elections Law), the Makati Business Club and other IT people are pursuing a parallel manual count at this very very late hour….

This to me is the proverbial “natulog sa pansitan”….

          • reynz says:

            Jet,

I am beginning to lose patience with you hehehe, seriously. You don’t have to insist that you dislike/hate Noynoy. I get it already.

Anywhere that you could make singit and blame Noynoy Aquino, you will. Will I believe you that it was his fault? Jet, I read news every hour by the hour if I could, even if you are closer to where the action is. And as I have told you, this is going to be a long discussion.

You never mentioned the Comelec delays. You never mentioned the Smartmatic delays. But you feel it better to point out Noynoy. I have a copy of the intel report and I believe the Makati Business Club in their request for a manual count given what I read.

          • Jet says:

            Reynz,

I never hated Noynoy…all I am saying is, for the sake of the country, there is someone more qualified for the position…

At the end of the day, Noynoy may just get himself elected and I will pray everyday that I am proven wrong with my doubts of his capabilities…

            Jet

  • Silver says:

Too early to tell. We still have 9 days to go before elections. Nobody knows what will happen in 9 days.

And besides, surveys are just surveys. Oh well.
