Baby steps to 1st world
Now it can be told, you are 1st world na! Kunyari pa kayo! I’m not referring to the Senators that you voted. Tse!
So, go make tagay, for that was one heck of a job well done!
Ok. Wait… Maybe that was a little bit too high. But the 2010 National Elections is a good step putting us at least close to making it to the standards of the western world, di ba? A few more tweaks and we should be ok.
But let me make this clear, strap yourselves to your seats, because I’d like to thank Gloria and Dick ~nasamid~ for the automated elections. Sorry, hirap bigkasin. Kahit pano, nabiyayaan tayo.
True, we’ve seen long queues and chaos on the lines, people opting to go home, equipment failures, battery problems, and why can’t some people not shirk off that superstar mentality?
My friend here in New York, on the other hand, has no mercy. He called the automated elections the worst kind he has ever seen. Don’t worry folks. He has an appointment with his chiropractor today. I took care of him.
You see, his comparison was not fair. It was between the United States and the Philippines. While the US has a two-party system, the Philippines is Miss Congeniality, because we want everybody to be happy and create their own party. If they could not be accommodated in a big party, we have a mini one, the partylist. Hospitality in politics is wonderful. It creates a warlord. Hmpt!
So, while we only have 2 choices here in the United States, possibly a 3rd, reserved for hotheads who run independent, the Philippines have a mile long list. In his mind (my friend), to make automation simple is to make our government simple. I did not like his idea. In the Philippines, it’s called gyera.
I am hopeful that there’ll be a much improved Version 2. But less the internal controls in the automated software and other kinks that needs improvement, here are my thoughts about the 2010 National Elections.
WHAT I’M HAPPY ABOUT
The automated election appeared to have erased the ugliness of dagdag-bawas. While I’m not saying that fast counting is accurate counting, and that dagdag-bawas was automated too, it appeared that with fast transmission and counting, there was no time to manipulate Garci type numbers. When you have fast information, and the voters are updated, there are no tensions. No tensions equals (close) to world peace.
HANDICAP & SENIOR CITIZENS
It’s not true that they were forgotten. The truth is, they were never treated as part of our society, at least that what I see on the sidewalk and on the streets, or on the stairways going to the LRT or even the way people poke fun or ridicule them. So, it’s normal that there were no express lanes for them. Who wants to prove me wrong?
TRANSMISSION
Better transmissions in the future would only mean bringing improvements to these far-flung places. Fix the roads and bridges. Either you wire the entire islands or hire the flyers from Aklan. And if you have money, this is a business opportunity. And can you please tell “those people” to stop blasting power transmission lines and telecommunication towers?
ELECTION BROADCAST
It’s a fight between GMA and ABS-CBN. Don’t you just love those holograms? But it’s nice to see both networks showing off to the world that we do have broadcasting facilities comparable to that of the western world. Now, you all fight who’s the best.
ELECTIONS
But now that the dust has settled, or at least until after Erap sings, what have we learned so far? Well, if you’re running for the next elections in the Philippines, then you better learn from Reyna Elena.
Here’s my codigo:
1. SURVEYS. Given that the business model of SWS & Pulse Asia is based on credibility, it is not in their best interest to surrender that credibility and rig the survey in favor of Noynoy Aquino. The fact is that the actual results mirrored the surveys. Point made. So unless you have a credible metric to gauge your own campaign performance, rely on these survey companies and use them as a tool! For they are your GPS in navigating the campaign.
2. NEGATIVE ADS. It is a normal reaction for people to shun negative ads, mudslinging and fake information. I just have to write it. People forget. Political strategists continue to believe that Filipinos are dumb and stupid. Wrong. They are fully armed with discerning minds.
3. ONLINE HATE CAMPAIGNS. Bloggers should understand that roughly 60% or more of the Filipino population are impoverished, and you won’t see them online. Hate campaigns were misdirected. They misfired and backfired. Political strategists should wake up to the reality that some Filipino bloggers were glorified as influential. They only need to do some due diligence in terms of traffic, following and influence. That’s how you determine traces of Nigerian 419.
4. PEOPLE DICTATE THE ISSUES. Memorize it. As basic as it is, this was where most candidates failed. They refused to listen to the people. Instead, they were armed with a list of issues and rammed it into people’s mind that those were the issues. Wrong! Listen and feel them. Your credentials, qualifications and performance will mean nothing, unless you have the touch and feel, because people dictate the issues, not you, the politician. It’s called EQ (Engot Qa).
5. RUN A TRUTHFUL CAMPAIGN. But be vigorous with your message to the people in your pursuit of victory. Because if you don’t you might go bankrupt. Hahaha!
6. ACT PRESIDENTIAL. If you’re eyeing 2016? That’s what you need to do. Beginning, now na.
7. CONCEDE LIKE A GENTLEMAN. Wala nang echebureche pa!

I agree. The automated election was a success. Dami nag-cocomplain na mabagal ang pila kasi lahat sila excited bumoto. Kung napansin nyo, iisa ang expression ng mukha ng mga taong nakapila sa PCOS machines. Lahat napapangiti pag napasok na. LOL!
And yeah, nauuna mga senior citizen! Kaya dapat sa susunod bitbitin nyo mga lolo’t lola nyo para may passport kayo sa fast lane! hehehe

I agree, the election was generally sucessful. I was very excited while watching the news kasi after midnight may mga proclamations na sa TV.
There are many lessons learned and hopefully, it will be rectified in the future elections. I also hope that next time, computerized na rin ang verification process pati yong thumbmark electronic para wala na ring lusot. we also need to have general registration and start of scratch. ang dami kasing complaint ng multiple names, missing names at yong patay na nakalista pa rin yong pangalan.

I found out that the reason it took me 4 hours to vote was the fact that they were prioritizing the Senior Citizens….eto namang mga Senior Citizens medyo natagalan talagang magfill out…Akala siguro Bingo ang game and waiting for the Blackout draw haha

Kailangan ba laging may classification na 1st world, 2nd world, 3rd world, 4th, 5th so on and so forth?
Paki-explain nga sa akin difference ng 1st world country and 3rd world country. Bobo ako siguro kaya i always refused to understand this idea.
Nakapunta na naman ako ng ibang bansa like US, UK and HongKong and honestly. Aside sa malamig ang climate (hindi sa lahat ng place), meron din naman silang mga mahihirap na citizens. Meron din maduduming place. Nababalita din sila sa kurakot (syempre sasabihin ng iba mild lang, yeah right justify bow).
Nung nag-trabaho ako sa isang IT company nalaman ko na mas malaki pa palang porsiente ng mga nasa America ang naka-dialup compare sa sosyal na Pinoy na naka-DSL and most of them are ignorant sa technology na ito.
So, para saan ang classification ng 1st world and 3rd world?
3rd world developing countries? Bakit tumitigil ba ang pag-develop?
Nag-tatanong lang sa matatalino kung ka Barrio.

Actually based on the senate documents the authors of the automated law was Ed Angara, Ralph Recto and Dick Gordon.
And it was a revision of the omnibus election code but Dick was essential on the passing of that law in the senate but sad to say he wasn’t able to send this message across to our Urban poor. But in order too implement the law it was a team effort by Smart matic, Comelec, PPCRV the teachers the soldiers, the foreign observers and the voters who watched I hope next time they will increase the clustered precint numbers and do the voting in a bigger venue and have organized lines with chairs for those waiting.

Finally, Gordon’s Automated Elections Law implemented
At last, the fruit of the Automated Elections Law authored by Senator Richard Gordon will be seen by the whole country as the ARMM held its elections on Monday using the automated elections system.
Gordon, who had seen the system work during the mock elections last month, said the ARMM automated polls will be the dawn of a new era in modern democracy, doing away with manual elections that are tainted with various images of cheating and deception.
He said the people will no longer have to wait for weeks or months for the results to come out. In a few hours, all votes will be counted and no form of cheating could pass through.
Gordon explained that this exercise is crucial for the 2010 presidential elections, since the law that he crafted calls for the pilot testing of the system in six cities and six provinces prior to its implementation in a national election.
He added that with the implementation of an automated election system the country will no longer hear “Hello, Garci” and “I am sorry” dialogues. With no election-related controversies hounding incumbent officials, the country will move forward faster because the people have confidence in the elected officials.
“We have worked hard for the Automated Elections Law. We had hoped it would be tested last 2007 elections, but it didn’t happen. Now, we’re just a few hours away from witnessing a new system of elections. This is not just a historical event for our country, but a crucial one. Isinulong ko ang batas na ito para sa susunod na eleksyon sa 2010, patas na ang laban. Wala na ang dayaan at dahas. Wala na ang mga dagdag-bawas at cash-unduan. Elected officials can now hold their head up high because they know they are the true leaders chosen by the people. The populace will have confidence in their leaders because they were voted through a credible system of elections,” Gordon said.

I agree here on what you posted perhaps among the 3 Authors he is the one who really grinded it and maybe the brain child or perhaps the one who really worked hard for it but my basis for saying that there are 3 original authors is this document from the 13th Congress during the time which the law RA9369 was a bill in the senate: 2231 and it’s very clear that it was not only Dick who was the Author and it is an ammendment.:

The document was filled on the 13th Congress and was lapsed into law by the 14th Congress It is an ammendment of RA 8436 the original Automated elections law of Dec 1997:

But even if he is not only the Author of this law credit should still be given to him because he is one of those who amended it and the primary one to work hard for it to be ammended and passed and made it possible to happen in the recent elections but still credit should still be given to the guys like Angara and Recto and of course the original Author or Principal Author of RA 8435.
