Balik probinsya
I saw this picture on GMA News TV. A mother, clutching her two kids. Obviously, they’re homeless. As you can see from the caption, the cop was telling the mother to avail of DSWD’s Back to the province assistance for street dwellers.
Back to the province.
Assistance.
For street dwellers.
Those were the keywords I picked up on the picture. Not good. It’s really nothing short of throwing them back to the province – and then – what?!
In Brazil, i’ve read articles where they shoot them.
At least, in the Philippines, they give them “assistance” to be banished.
But I became curious. Exactly – what is this Balik-probinsya program?
Pamasahe lang pa-uwi?!
I could not find any information on the DSWD site other than this:
“The DSWD is also implementing the Balik-Probinsya program that provides transportation assistance and subsistence allowance to affected families who would like to return to their provincial places of origin or area of choice for resettlement,” Secretary Cabral stated. (Source: DSWD)
I could see from the picture that the family does not want to leave the streets. I could see that they’re not interested with the Balik-probinsya program.
Care to guess?

oo, pamasahe lang yan..
pero i am sure, meron pang ibang mga program ang DSWD..
ang hirap kasi sa mga ganyan na case, talagang ayaw nang umunlad pa ng mga pamilyang ganyan. hindi ko rin ma-gets kung bakit ayaw nila ng mas comfortable na buhay.
minsan nga, parang gusto ko rin sila tanggalin sa kalsada sa kahit na anong paraan na pwede. kung yung brazilian solution lang siguro ang only choice, ganun na rin ang gagawin ko.
aray ko! wag naman hahaha! poverty was not their problem. maraming sectors ang me kasalanan nyan. at alam ko, mabubulyawan ako ni bluep sa sasabihin ko hahaha!
nasaan ang church? ayaw nilang i-kontrol ang population pero i don’t see them helping these street dwellers.
pagod na ako sa kasi-sisi sa walang kwentang DSWD. in fact, if you go to their website, announcement ba naman is wag magbigay sa mga street carolers for some crap about anti-mendicancy. ganun lang ba ang programa nang DSWD?
these people na naghihirap sa kalye deserves decent housing sa gobyerno. itapon man sila sa probinsya, babalik at babalik sa manila dahil taghirap din dun. tsaka wala namang matinong paglalagyan sa kanila dun, basta lang pina-pauwi. korek?
