Busted Again: 2nd BOGUS NoyNoy Aquino Psyche Report
Not again.
These people just wont stop in releasing fabricated psyche reports. Time and again (and please, have a humongous COMMON SENSE) that the only ones allowed to conduct and sign psyche reports are qualified practitioners (psychologists and psychiatrists) only.
In this recent psyche report fiasco reported in GMAnews.tv:
Less than a month after a fabricated medical document on Sen. Benigno Aquino III’s mental health circulated, another fake psychiatric report came out on Tuesday claiming the Liberal Party standard-bearer suffered from depression in 1979.
The latest fake document, released on Tuesday by a man claiming to be Sen. Manuel Villar Jr.’s supporter, indicated that Fr. Jaime Bulatao, SJ of the Ateneo de Manila University’s Psychology Department, conducted a psychiatric evaluation on Aquino.
But Bulatao, currently a professor at the department, denied writing and signing the counterfeit report.
“It has come to my attention that an unverified ‘psychiatric evaluation’ allegedly signed by me in 1979 about the mental condition of Senator Benigno C. Aquino III is currently circulating in the news. I categorically deny having written and signed the report,” he said in a statement posted on the Ateneo’s website.
On Tuesday afternoon, former National Power Corp. (Napocor) president Guido Delgado held a press conference and furnished reporters copies of the unverified report, which indicated that Aquino suffered from depression and melancholia.
On the other hand, Ateneo de Manila’s Department of Psychology released a statement that strongly condemns this spread of misinformation and fabricated lies with the agenda of instilling black propaganda during this fiery election season.
Let me also post here the response of Fr. Jaime C. Bulatao S.J.:
Whoever are the perpetrators of these fabricated psychological reports / documents are hopelessly ignorant of the rules and protocols surrounding such documents. Psyche reports, together with other medical information about a particular patient or subject, are kept with extreme measures of confidentiality in respect to the patient’s rights as well as a way of preserving human dignity.
Let us be reminded that these basic points when it comes to such documents:
1. Only a qualified psychologist is allowed to make such evaluations and reports.
2. Documents are guarded with extreme confidentiality. Disclosure of the said information is a clear violation of General Ethical Standards and Procedures, under the Code of Ethics of the Psychological Association of the Philippines. Not to mention, it also violates the mandated law that protect the patient’s rights.
3. In addition to point number 2, only under extreme circumstance along with the deliberation among the authorities concerned, will the information in the report be disclosed but again, under strict parameters to prevent misuse, misinterpretation and misrepresentation of the said information. They have to ask for the permission of the authorities concerned before retrieving the information.
In Filipino: Hindi biro ang mga ganitong impormasyon kaya mahigpit na ipinagbabawal ang paglabas ng mga ganitong impormasyon or ang paggawa ng bogus na impormasyon para lang makapanira ng kapwa.
Let us not succumb to these kind of cheap and dirty tactics. Instead of committing themselves to clean and honest campaigning, they would rather have mudslinging and black propaganda to dominate our election seasons. It also shows the immaturity and ignorance of the other guys out there who made a habit of releasing fabricated psyche reports once in a while.
Wala na silang magawang matino sa buhay. Tsk.

also these people can be sued for libel. noynoy has one year from date of release to sue those ignoramuses. i hope he does to send a message that it is NOT OK to do this sort of shit.

These fake psyche reports are really irritating. Not only the perpetrators be sued for libel but also for slander as well.

In the game of politics…. If the adviser of Noynoy recommends the filing of criminal cases for libel and falsification of private documents then Mr. Manny Villar’s adviser would be in deep trouble as there is only one endgame…..Political Checkmate.
A seasoned political campaigner would start an offensive with the filing of the mentioned cases….. follow-up with massive white propaganda and watch the fireworks as checkmate is made reality in the elections. Noynoy should enforce the rule of law and defend his honor. I wonder if the advisers of the presidential candidate realize that this blunder of using black propaganda is fatal to Mr. Villar’s cause.
