Last night while it was dark and dreary, the dwarfs passed the resolution which will allow Congress to convene a constituent assembly…the HR 1109. Poor Filipino people sa barrio siete. Naisahan habang naghihilik.

And what are they doing in the Senate? They are conducting an investigation to look into the scam which made the socialites poorer by 70-80 million presided by Loren LegardaPOOR RICH WOMEN.

MANILA, Philippines – The marching orders allegedly came from President Arroyo herself, and she left for abroad without her usual congressional traveling companions to make sure there would be enough votes.

Yesterday, her congressman-allies complied, voting to approve Resolution 1109, which calls on “members of Congress” to convene as a “constituent assembly” or con-ass to propose amendments to the Constitution. Resolution 1109 advocates Charter change via constituent assembly even without the participation of the Senate. The House was set last night to approve it in plenary session.

Ano ang ibig sabihin nito?

Pwede silang magchacha kahit wala silang partner galing sa Senate. Si Reyna, pwede, wala kasi siyang boylet ngayon. Ibaba ninyo ang kilay ko. Umigkas at tumama sa kisame. Buti hindi tinamaan si Silver.

At bakit naman sila mag-cha- CHACHA?

Para mag propose ang amendments sa ating Constitution. Para siguro palitan ang ating form of government from presidential to parliamentary at ang mga nakaupo ang gagawing Prime minister o ano pa man.

Magkakaroon pa ba ng presidential election? Ano sa palagay ninyo?

Ang sabi ng iba ay hindi dahil hinala ay i-eextend nila ang tenure ng presidente at ang mga congressman na hindi na maaring tumakbo pa.

Ano naman ang ginagawa ng Senate noong Martes?

Iniimbestigahan nila ang scam na namkapabiktina sa mga socialites na nawala ang kanilang mga mamahaling alahas sa isang dating naging staff ni Rosemary Baby Arenas .

    Ito na siguro ang pinaka-nakakatindig balahibo na drama sa Tongriso sa taong ito. Hinala nga ni Sir Clavio, minadali yung merger na kinaiinisan ni Tabako para padaliin din ang pagpasa ng CR 1109. Sounds logical. Ba’t Land Reform laws hindi nila naii-expedite?

    We’ll see how the Senate will react to this kabalbalan sa Mababang Paaralan ng Tongressmen…The option more acceptable to d madla is Constitutional Convention, nde Con-Ass…Pero pagod na rin ang madla sa martsa. I’ll watch Boy Abunda or Lolet Solis take on this hahaha

      Just how many times will our Constitution be amended just to please whoever is the sitting president? Nagmukha nang komiks ang Constitution naten nito!

        I think as long as Strading remains a threat to the present governance, and PGMA faces a possible future rap for all the kabalbalan committed against the pipol, they will cling to power like leeches at the expense of our constitutional sanity…

    The President herself gave tacit approval for Lakas-Kampi-CMD allies in the House to push for the passage of HR 1109, according to Nograles.

    He said the decision to push for HR 1109 over his own HR 737—which seeks to lift constitutional limits on foreign investments through regular legislation, or the “fourth mode” of Charter change—was reached during the official merger on Thursday of the ruling parties Lakas-Christian Muslim Democrats and Kabalikat ng Malayang Pilipino (Kampi).

    “The leaders of Lakas and Kampi decided in that meeting that this is one of the things that we will push for. I will not deny that she (the President) was present when we decided on that, but she did not say anything,” Nograles said in an interview.

      Direct from the horse’s mouth – the merger had a dark color to it in lieu of minimizing political factionalisms come election time – to add more numbers to hastily pass the Bill. Haste is the word and take it from the West Point graduate – it was charged with political machinations…Bihira lang nagsasalita si Ramos pero he truly remains an insider no matter how he is being gagged out of the political spectrum…

    kaya nga habang nakapwuesto pa sila, gumagawa na sila ng paraan para maperpetuate ang kanilang power.

    if the intention of the amendment is to change the presidential to parliamentary, the same people are going to run for the position of president and prime minister.

    it is no longer a violation of the provision of constitution kasi naamend na nga.

    Two lawyers asked the Supreme Court on Wednesday to nullify House Resolution 1109, which seeks to convene lawmakers into a Constituent assembly, even without the approval of the Senate.

    In their four-page taxpayer suit, lawyer Oliver Lozano and his daughter, lawyer Evangeline Lozano, said HR 1109 was railroaded by the House of Representatives to extend the term of President Gloria Macapagal-Arroyo beyond 2010.

    “The railroaded HR 1109 is unconstitutional or bogus for deviation from the prescribed procedures to amend the Constitution by excluding the Senate of the Philippines from the complete process of proposing amendments to the Constitution and for lack of thorough debates and consultations,” the Lozanos said.

    “The nullification of HR 1109 will refocus the nation’s attention to find alternative solutions to the economic crisis, poverty, hunger and rebellion… Wherefore, it is respectfully prayed that HR 1109 be nullified in the interest of public welfare,” they said.

    Speaker Prospero Nograles is the lone respondent in the petition.
