Corruption comes in different flavors
We all know that our dear country where our Barrio Siete is, the Philippines is mired into some deep corruption at all levels. We are all so sick of all thieveries that is happening at all levels of management that we tend to forget the little ones.
Yes, the little Barrio City ones.
Some corrupt practices are very sophisticated, it could not readily be known to a layman. Some involved multi-party, so synchronize to a point that agents from CSI-Miami would not even notice. Especially when you talk about stock manipulations that’s hounding the actors of the Dacer-Corbito slay, that’s sophisticated. Ordinary people in Manila would not talk about this. You are talking about high-level investments in nothing with truly bloody high returns. Yes, I said, bloody.
Some are pretty elementary. For the non-thinkers, the lazy ones, most officials would go for a certain percentage of the contract. So, let’s say you, as one honorable developer in good standing, won an award to build a Highly Improved Talahib Highway for Php 25,000,000 that say will cement a five-kilometer road, you will be swarmed by a number of crocodiles who will want a portion of that Ph25 million. Result? The 5-kilometer construction will have to be reduced to 5 meters.
Some are way beyond elementary and these are the things that has become so ordinary, folks in the barrio don’t care anymore. Transparency International calls it petty bribery. Take the case of my personal experience registering a business in another Barrio City. We, as in myself and my manager, were not allowed to work on our permits and licensing to the city. In other words, there was an intermediary. The Barrio Captain who requested one Fundador and lechon from us. It was Christmas at that time. Imagine how many new businesses in the area handled by this guy? You’ve got one source of income for life! And you’d say, “He ain’t gonna be Barangay Captain for life!” Well, he won’t be, but “utang na loob” for him, is!
Corruption comes in different flavors. It shows up with different faces. What about generosity? Yes, corruption iteration under the guise of generosity.
Last February, 151 permanent Tayabas City employees each signed vouchers listing the amount of P132,000 due them under the so-called “Collective Negotiation Agreement” (CNA) incentive. The fund purportedly came from the 50 percent savings of the local government’s MOOE (maintenance and other operating expenses). However, most employees said they only received P82,000 even if the payroll slip that they signed showed they got P132,000. Five city councilors—Wenda de Torres, Sergio Caagbay, Ernida Reynoso, Catalino Cabriga and Nicodemus Abesamis—had asked the Commission on Audit to investigate the legality of the generous incentives authorized by Tayabas Mayor Faustino Silang.
These workers were instructed not to speak to the media. Strict orders. And this was not the first incident. In 2008, Tayabas government workers also received a similar bonus amounting to P59,000 each, which prompted the office of the provincial auditor to issue a notice of suspension of payment and ask the local government to justify the disbursement.
In Bicol, there used to be one five-star hotel, gracing the socialites of Bicol, receiving Barrio dignitaries, doing conventions and one true pride of the city. It’s by the side of a hill overlooking the city. It was the place to be. The hotel was our client then, when I was working for this public accounting firm in Makati many, many years back. I was never assigned to audit the hotel. But I heard rumors from colleagues. Stories about what transpired during their final management discussion on fixed asset pricing. I said, what?! That they could not put a price on some building construction and improvements. Those were stolen materials with no invoices. The 5-star hotel has no more stars. Too many tragedy would struck the hotel. They ceased operations.
