Malacañang to President Noy: here’s a lesson on governance

My response?! DA NERD!!!

Just how many “Unsolicited advice” have we heard from so many wannabe-advisors to President Noynoy? Quite a lot, davah? Imfak, Gloria has one too many. Malacanang Palace too! But here is one piece of unsolicited advice that I just can’t help reacting.

Malacañang gave incoming President Benigno “Noynoy” Aquino III a lesson or two on governance, cautioning him against discriminating his political opponents during his six-year term daw! Tapang magsalita!!!

They said:

You are the president even of your enemies.

“When you become the President, you become the President of the entire nation—not just of your friends, relatives or supporters,” Elena Bautista-Horn, chief of the Presidential Management Staff, told reporters in Filipino.

“He will also be the president of his enemies, of his critics, and I think, this is a first test of the Aquino administration on how (it) will reach out to all the different camps in the community and in the country,” she added.

Like one comment left by Trixie on Anne’s FB Wall: “The same way GMA is Pres of all desparecidos and political prisoners too?”

    Basically a sound advice, I would say, except it’s coming from the wrong direction, a little like “Though shalt not commit adultery” from an adulterer.

    If anything, the poignant, sorry picture of an outgoing GMA, or other previous administrations for that matter, should be a telling reminder that this too shall pass. 2016 is not really so far away…

    seen the news today Reynz showing the PANDAK being a diva about not having catered enough or not including lunch for the journalists following her entourage as she was inspecting some government project.

    she refused to eat coz the journos were not included.

    aba sarap kalmutin ng bruha. shows very much she was blowing her own trumpet and wants the journos as her captive audience provided with a buffet.

    the bitch wanted the taxpayers to pay for free buffet. this woman has no farking idea. its a shame she had been elected in congress.

    What I can’t figure out is why GMA and her minions are so intent on giving Noynoy advice, on one hand, and making sure that their supposed “good deeds” are not forgotten, even making sure they have two books on GMA “accomplishments” before she steps down and away? And that’s not yet including FG’s coffee table book. What are they so defensive about, to begin with? How hypocritical that while they declare confidently that GMA will be judged fairly by history, they make sure it does by writing it themselves.

    And wherefrom their sudden realization that they are in the best position to dispense advice to anyone, least of all to Noynoy whose very election, despite his perceived shortcomings, was as much a mandate of trust and hope as it was a protest vote against GMA and whomsoever she dared to field in her behalf?

    What moral high ground are GMA & her people coming from? Whatever moral low ground there was has simply been too high for GMA to reach herself in the near decade she was in power. No matter how she tried, she unfailingly fell so pathetically short she’s not even worth the pun.

    If they are so keen on Noynoy being gracious and statesmanlike going in, why can’t they be gracious and statesmanlike going out? These bitches ought to just shut up and get out.

    The question to ask GMA herself is, when did she ever act as president of those who were not her people, her critics? That she would now be so petty as to remind Noynoy to be president of everyone, including his “enemies”, shows just how petty she has been all the while. She knows whereof she speaks.

    PROPOSAL FOR AMENDMENT OF SECTION 15 OF THE National Internal Revenue Code of the Philippines

    I have pinpointed the root cause of corruption in our internal revenue system, aside from low wages it is the old defective reward system of Section 15 of the NIRC.

    First, to give you the reality of BIR corruption: We already knew from the lifestyle check that some Revenue Officer acquire ill-gotten wealth like mansions, luxury cars and huge bank deposits. It is because of the counter-offer or bribery made by the tax evaders who want to resolve their tax cases immediately. As a matter of fact, these problem still continue up to this day and is unstoppable. This can be blame by low wages, unfair and non-uniformity of government salary system (like MWSS 125-bonuses), less sideline opportunity, inflation of children’s tuition fees and family healthcare needs, etc.

    This simple proposed amendment of NIRC Section 5 can be an alternative and the direct solution of the government’s difficulty in finding budget for salary increase and satisfying BIR employees needs:

    1.) Informant’s reward system must include all BIR staff and relatives except only to Revenue Officers or Examiners; As long as it is a personal effort to acquire the information about tax evasion, or a personal encounter back-up with concrete evidence. Same what happened to “Premyo sa Resibo” promo before, BIR employees are excluded to join the raffle but it was amended to include BIR employees. Furthermore, this is a good form of sideline opportunity for all BIR staff;

    2.) There must be a 50-50 sharing of reward between the Informant and the Assigned Revenue Officer to ensure full cooperation, boost loyalty, integrity, efficiency, effectiveness, fast resolution of cases instead of delay, Informant’s endangerment and betrayal cause by counter-offer or bribery of the respondent party;

    3.) Revive the issue of quota system (attrition law), or a reward on all Revenue Region Personnel for every excess of annual region tax goals or termination of Regional Director and its District Officers.

    Rest assured, this can be a win-win solution for all in our drive against anti-corruption and high revenue goal! This motivational and practical approach can also be apply to Bureau of Customs. Everybody can be rich in a right way! Else theft will continue loot and waste public funds.
