Pork Bariles

There is no question that Pork Bariles will never disappear. To us, Barrio Siete Folks, this represents the epitome of corruption to da maximum level. Sabi nga, why fight the lecheng system when we as concerned citizens, are powerless to do something with pork bariles that our tongressmen gets? All that we can do is voice out what we think they need to do. Will they listen to us?! Ewan!

Yet, tayo na mga kargador nang mga barko in the private sector have to follow a lot of internal control procedures to the point na ultimo si Sarbanes-Oxley sinasamba namen whether we like him or not.

The question becomes, ano ba talaga ang mga anti-corruptive measures in place sa impaktong Pork Bariles na yan such that we, barrio villlage people are assured that we are getting the juice of the pork at hindi lang tong mga lecheng mga mukhang nakabalandrang nag-aagawan nang billing as to who brought this project to Poor The People, Buy The People, Off the People. Eto sampol. Sight this one!

What’! Di ba anda nang bayan yun?!

They’re not really very artsy di ba? Sight nyo? They’re sore to the eyes. They’re sore to the landscape. They only serve one special selfish purpose. Ang kandidatura nila. At pag bumagyo?! Tumitigbak pa nang tao ang mga lecheng karatulang yan. Ano kaya pagbuhulin nyo ang mga yan, that could be one habitat for pobresitong pinoy humanity! Di ba?

But enough with the complaints dahil sa trulala lang, I get pissed too! Ask me! Hanggang ngayon ang nag-iisang Poorvincial Road namen continues to be one Talahib Highway despite all this proclaimed Pork Bariles. Yes, once na napag-uusapan ang Pork bariles, kumukulo ang dugo ko, nalulungkot ang lola, dahil ang mga kabarrio ko, naiwanan nang pag-asa.

But I am one of those who continually hope. That’s why role model ko is Pareng Bill Clinton. You see, he grew up sa Barrio Hope, sa Arkansas. And I hope that there’s one na matinong Kongresista who’d take notice of what we Barrio Folks are talking about.

Yes, ang Barriotic Reyna na to has some years of government administration experience and I wanted to share you all what we do, especially sa programa ni Pareng Obama on how we disburse stimulus package dahil, wala kaming ambisyon na mag-evaporate ang pondo without any solid accomplishments na dini-deliver sa Barrio namen in America.

Feel ko na ang ginagawa namen is the right way. Especially when dealing with troubled Barrios and we know na problematic at troublesome ang pork bariles na to, but I have no clue what they do in Batasan in terms of anti-corruptive measures. I do know na andyan ang COA. But what I know from them is that, post-audit ang ginagawa nila. Me ini-employ ba silang pro-active audit? I have no clue. Somebody educate me. Basta malalaman na lang naten sa dyaryo after the fack na ang isang project eh semplang na semplang.

My personal opinion sa mga matters na to is that, once Pork Bariles gets approved by Congress to be handed out to tongressmen:

1.) Why not have all project disbursement of funds be monitored by a committee composed of say – a representative from COA, another from a private auditing firm like SGV, and an NGO representative. Their responsibility is to review every actual disbursement of funds to pay for materials and services for the project. No cash funding will be released once the papers has been officially verified.

2.) Why not have these independent representatives be at the construction site to monitor the activities and report back dun sa three man committee na sinasabi ko?

This way assured na ang Talahib Highway namen will truly be one aspaltadong kalye talaga.

But of course! Alam na nila to. Pero why?! Ba’t mala-engkantada ang controls! Or wala talagang controls?! Congress? Are you there?!

    Wag mo sila gisingin Reynz. Sarap pa tulog ng mga yan with matching hilik. Natatandaan ko noon na may nag propose na magkaroon ng isang website para ma monitor spending ng mga fooliticians natin. Ewan ko ano nangyari. Dapat talaga bantayan kung paano ginagastos ito at ma audit ng todo kung ilang SUB binibili ng mga fooliticians natin at kung ilan na rin vacation townhouse nila.

      i believe dun sa part na pag-release nung funds walang controls and i knew na alam nila yun. and they don’t want to police that di ba? basta nang evaporate na lang ang mga pork barrels na yan

    everytime na makakita ako ng ganyang tarps at poster e gusto kong sindihan. para bang utang na loob pa ng mga pinoy ang pag papa-ilaw at discount sa punerarya. kawawang mga rhinoceroces ginawa pang sampol ni mirriam.

    bakit nga ba kailangan pang ibalandra sa mga tarpaulin ang kairitang fez ng mga yan? para bang sa sarili nilang bulsa nanggaling yung pondo na ginamit sa projects na yan. kung tutuusin, dapat pareho din lang ng style ng pag-post ang mga yan sa private firms. nakalagay lang is kung sino ang contractor, budget, target date of completion, actual price of project. natural na sa mayor/tongressman manggaling ang pondo, na-elect sila e. tama lang na gawin nila trabaho nila. pero yung maglaan pa ng pera para sa tarpaulin na naka-display pagmumukha nila, hindi na dapat i-charge sa bayan yan..
