Transparency International 2009 Global Corruption Barometer Report – The Most Corrupt of Them All

“Ordinary people do not feel empowered to speak out against corruption … Governments are considered to be ineffective in the fight against corruption—a view that has remained worryingly consistent in most countries over time,”

That’s what it says on Transparency International’s 2009 Global Corruption Barometer Report, released Wednesday. It showed that 77 percent of Filipino respondents thought that the “current government’s actions in the fight against corruption” were “ineffective.” Grabe di ba? Bansagan ka ba namang inutil! I don’t know kung nasasaktan nito ang mga powers that be, but I was!

This report presents the main findings of a public opinion survey that interviewed 73,132 people in 69 countries from October 2008 to February 2009.

“The general public does not use formal channels (to) lodge bribery-related complaints: three-quarters of people who reported paying bribes did not file a formal complaint. About half of bribery victims interviewed did not see existing complaint mechanisms as effective. This is a view consistent regardless of gender, education, or age,”

Sometimes, you don’t even need to read these reports. Basahin nyo lang ang Mancao entry ni Cat and that essentially tells you one big, big, sampol. Tingnan nyo naman ang takbo nang mga entries here sa Barrio Siete. Sex, lies and videtapes; House of Reps lies, walang videotapes but live in action at night; Stock manipulations, lies at ewan ko kung me videotapes but this is ongoing people! So let’s get back to what we’re used to seeing and hearing and watching. We should be comfortable with this news now, but I’m warning you, we should not be accepting! Eto:

Most corrupt institutions!

1.) Filipino public officials and civil servants were rated as the “most affected by corruption” (by 35 percent of survey respondents),

2.) Political parties (28 percent),

3.) Legislature (26 percent),

4.) Judiciary (7 percent),

5.) Business community (3 percent),

6.) Media (1 percent).

And who is the mostest of all the mostest of them all, with a rating of 5 being “extremely corrupt” and 1 “not at all corrupt”?

1.) Filipinos put public officials and political parties at par with a rating of “4.”

2.) Legislature (3.9),

3.) Judiciary (3.4),

4.) Business (3.0),

5.) Media (2).

But hey! Stop crying Virginia! There’s a bit of a light! I think it’s very important na, we as Pinoy should and must stop making lagay-lagay here and there. So, here’s what the report says:

A notable improvement however, was the number of Filipinos who reported paying a “bribe in any form in the past 12 months.” The report said only 11 percent of Filipinos said yes when asked this question compared to the 32 percent who reported having paid a bribe in 2007.


But petty bribery is still very discouraging. In other words, mas malaki daw ang porsyento that those who are sort of mahirap or low-income household ang me tapang pang mag-lagay when dealing with the police, the judiciary, land services and even the education system! I can’t believe this! CRISPINNNN!!! BASILLIOOOO!!! Leche kayooo!!!

But what is interesting to me was reading da MEDIA! You mean, MEDIA is also involved in corruption?! When they’re supposed to help us Barrio Siete to expose them out?! Ano yon? Percentage of expose or not expose???

And then you get all of these alibis kesyo we cannot control corruption. Kulang ang staff, kulang ang law enforcement, kulang lahat! Huh?! You telling me?! Eh pano kukulang eh we’re short of cash now! Why are we short of cash? Anyone knows? Anyone? Anyone?

    Nakakahiya at nakakasuka ito. My brother used to bid for construction projects because he is a civil engineer. Before he even bid for a contract, he has to pay to bribe the decision maker. Then after the project is done, he has to bribe them to facilitate fund release. Once the funds are in, he has to bribe them again to cut the cheque. Now, I do not want to finance him anymore because of this knowing that more than half of his profits go to these crocodiles. Also, there is always the risk of cost overruns and he would have then worked for free while losing his capital.

      we already know the contents of the report. that’s like every year, every month, day in day out. we, as filipinos can even issue it ourselves. asleep. that’s how bad it is.

    Same same..When I got a project with a government agency, cguro apat yung dinaanan ng proposal ko bago na approve. The best question na tinanong sa kin eh “Magkano ba sa akin dyan?”. For a signature, ito experience ko. Local office lang yan ha?!

      nakabalita ka na ba ng baranggay tanod na nagbabahay bahay nanghihingi ng pambili ng electric fan at bangko ng baranggay? sa dami ng nakolekta pamaypay na anahaw ang gamit at dun parin nakaupo ang mga miron sa bitbit nilang balde sa may baranggay

      dun sa petty things – i’ve experienced that – pagbitbitin ba naman kami nang fundador at lechon nang lecheng barangay captain! grrr!

    teka lang kamahalan, sa buwaya mo ba sila inihalintulad???? teka nakakahiya naman sa buwaya namaaaaan kasi ang buwaya pag nabusog na tumitigil na e may nabalitaan na ba tayong animales este opisyales na mga corrupt na nung makarami na ng makurakot e namamahinga muna? taynang nana e hanggang ngayon nga e wala akong maisip kung san ikukumpara yang mga balasubas na yan sa sobrang pagkagahama at pagka swapang…
    yang mga yan na ba yung sinasabing pag malapit na magunaw ang mundo e magsisilitawan dito sa lupa???? yan ba yung mga singaw at virus galing ang hell??? bwahahahaha

    anak ng buwaya naman oh…may bago pa ba???? pero nagtataka ako, ang pinakamalaking buwaya na nasa malakanyang ay isang midget? hmmmm darn!
