There is this un-ending question about Noynoy Aquino’s legislative record. While it is true that die-hard anti-Noynoy will never believe what is true about Noynoy’s legislative record, here is another clear explanation about the issue. This may not convince them, but this is being reposted with the hope to clarify the nagging question by anti-Noynoy camps. ~La Kapitana (Reyna Elena)
CLAIM: Walang ginawa si Noynoy habang nakaupo sa senado, at hindi sapat ang kanyang mga hinain para sa serbisyong pampubliko.
TRUTH: Senator Aquino’s legislative record is filled with laws that push for transparency, accountability, curbing corruption and leveling the playing field so that special relationships do not take precedence over quality public service. A good lawmaker must not be judged solely on the number of laws penned, but the quality of these laws in the interest of the public good. Congress is a democratic institution that is also meant to guard against government excesses. Aquino believes we already have many good laws, and what is needed is proper enforcement.
Senator Aquino’s advocacies
The 14 bills that Senator Aquino has authored during his three years in the Senate, as well as those in his three terms at the House of Representatives reflect his advocacies: reducing poverty and raising the standard of living, safeguarding workers’ rights and benefits, protecting human rights, curbing corruption, improving management of government funding, and strengthening democracy.
Dr. Wilfrido Villacorta, professor emeritus at De La Salle University and member of the Constitutional Commission that drafted the 1987 Constitution, has analyzed Senator Aquino’s legislative record and gave this conclusion:
“[Senator Aquino] believes that a true working democracy provides not only political freedoms but a better life for all Filipinos. A working democracy must be able to
provide jobs, education, social services and equitable economic prosperity for everyone, not just the privileged few.
“A man of strong convictions, [Aquino] lived up to his constitutional responsibility as an opposition senator to fiscalize the executive branch of government. Noynoy thoroughly examined the General Appropriations Act for 2009 [and every year without fail since his first term as Congressman] and proposed key amendments to the 2009 GAA that seek to tighten congressional oversight on the executive’s use of public funds.” (Read Villacorta’s full analysis)
His legislative record
A closer look at Senator Aquino’s legislative record reveals a consistency with his advocacies (read the Philippine Center for Investigative Journalism’s analysis).
Protecting workers’ rights & improving living standards
• Senate Bill No. 1370 or the Workers Productivity Incentives Act of 2007 would grant annual productivity incentive bonuses to all workers in the private sector amounting to no less than 10% of the company’s net profits before taxes. This would help strengthen the economy because of consumers’ greater purchasing power (Senator Aquino filed a similar measure, House Bill No. 4251, during his tenure in the House of Representatives.)
• Senate Bill No. 2036 would amend Republic Act No. 6727, otherwise known as the ‘Wage Rationalization Act’, to increase the penalties for non-compliance of the prescribed increases and adjustments in the wage rates of workers (Senator Aquino filed a similar measure, House Bill No. 4252, during his tenure in the House of Representatives.)
• House Bill No. 4397, which sought regulatory power for the Department of Trade and Industry to effectively enforce consumer laws.
Human rights protection
• Senate Bill No. 2159, or the Superior Responsibility Act of 2008, would adopt the doctrine of ‘superior responsibility’ for all military and police personnel, in response to extra-judicial killings, particularly human rights activists and media practitioners. This measure aims to raise human rights awareness among security forces.
• House Bill No. 3616, which sought to extend the reglementary period for the educational qualification for PNP members. This was aimed at improving the quality of police officers.
• House Bill No. 1842, which sought the codification of criminal laws.
Government Procurement and Corruption
• Senate Bill No. 2160 would introduce an amendment to Republic Act No. 9864, or the Government Procurement Reform Act, which seeks to remove ambiguity so that the act would cover projects such as the National Broadband Network (NBN) project, the Cyber Education (CyberEd) project, and other projects of the scale. Removing the gray areas would ensure transparency on how tax money is spent.
• Senate Bill No. 2035 would require contractors to handle the regular maintenance and preservation for public infrastructure after the end of the project. This will ensure the quality of public infrastructure and prevent contractors from bilking the government of unnecessary costs.
• Senate Bill No. 3121 would add congressional oversight to budget decisions undertaken by the President, including budget rescission, reservation, and deferral. Strengthening Congress’s power of the purse would prevent the President from abusing the budget.
Strengthening democracy
• Senate Bill No. 2978 would amend Republic Act No. 6875, or the Local Government Act, to put in place parameters for the selection of PNP provincial directors and city/municipal chief of police for local government units. This measure is meant to reduce patronage politics and prevent local politicians from using security forces as private armies. It has passed the Senate and is currently pending with the House of Representatives.
• Senate Bill No. 1710 would ban the re-appointment of a regular member of the Judicial and Bar Council who has already served the full term. This measure’s objective is to strengthen the judiciary’s independence as as democratic institution. It has passed the Senate and is currently pending with the House of Representatives.
• Senate Bill No. 1719, or the Appointee Eligibility Act of 2007, would limit the reappointment of presidential appointees by-passed by the Commission on Appointments, in response to the alleged presidential abuse of appointments.
Voting Record
Senator Aquino’s voting record in the Senate likewise mirrored his fight for a more effective government that serves the interest of the people above all else.
Among other measures that he voted in favor of included bills seeking a specific compensation for victims of the Marcos dictatorship, a fixed term for the armed forces chief, additional benefits and protection for house maids, regulations for using sidewalks.
Senator Aquino’s nine Senate resolutions and 28 co-authored resolutions likewise followed a similar line, diverse as they were. He questioned President Arroyo’s martial law declaration in Maguindanao following the Ampatuan Massacre last year, as well as the administration’s attempt to amend the 1987 Constitution. He condemned the warrantless arrests of several people allegedly plotting to spring out members of the Magdalo group detained on rebellion charges.
Perhaps Senator Aquino’s most significant resolution is SNR 622, in which he called for an investigation into the alleged anomalies surrounding the C-5 road extension project, from which Senator Manny Villar allegedly raked in billions of pesos in taxpayer money.
Some of his resolutions also took a step back from politics to honor ordinary but patriotic Filipinos. Senator Aquino honored Muelmar Magallanes, who died trying to save his family and neighbors from raging floods spawned by Typhoon Ondoy. He likewise paid tribute to four military and police officers, who stood as honor guards during the eight-hour funeral of President Corazon Aquino.
Senator Aquino has shown particular diligence as chairman of the Senate Committee on Local Government, which is in charge of, among other things, taking in proposals for the creation of new legislative districts.
Senator Aquino’s opposition to one controversial measure, which seeks to carve a new legislative district in Camarines Sur, put him in a collision course with Senator Joker Arroyo, President Corazon Aquino’s former executive secretary and one of her closest advisers. It is alleged that Senator Arroyo’s bill was meant to benefit President Gloria Arroyo’s son, incumbent Rep. Diosdado ‘Dato’ Arroyo, so the younger Arroyo would not have to run against his mother’s ally, Department of Budget and Management Secretary Rolando Andaya, in next year’s election.

A bill is not a law. It is a proposed law for consideration. As far as I know, a bill does not become law until it is passed by both houses and signed by the president. If a legislator authors a bill, and he/she is truly passionate about the issue, he/she will do whatever it takes to pass the bill into law katulad halimbawa kung paanong ipinaglaban ni Obama ang napaka unpopular health care overhaul bill signed into law kahapon. A legislator can write gazillions of bills pero kung walang passion, persuasion, at convincing power, walang mangyayari. Gaano man kaganda ang isinulat mong bill, mananatiling bill lang yan, useless at sayang. You need to push for it. 1998 to 2007 (9 years) nasa kongreso na si Noynoy, and he has 8 house bills to his credit. From 2007 to present (3 years), senador si Noynoy – he authored 9 bills. I cannot find a single law or Act. I could be wrong kasi I am just browsing over internet links. Sometimes some authors are using bills and laws interchangeably kahit magkaiba sila but then, looking at the official Philippine senate website, ganun lang talaga ang nakalista – BILLS.
Ito ang hinahanap ko kay Noynoy. I wanted to vote for him pero hindi ko talaga ma feel yung passion nya sa trabaho – may kulang sa personality nya. Ang presidente pa naman kailangan malakas ang power of persuasion kasi he/she needs to sell the programs to the people, to the congress, to other countries. He needs to be able to mobilize his own people so they will get on board with the thrusts of the government para ma realize yung mga vision natin. I saw this trait in Mar Roxas but sadly, not in Noynoy. I saw this in Gordon as well kaya personally, I support Gordon and Roxas. If only Noynoy is a lawyer, after enough experience sa judiciary, I can see him in the office of the Supreme Court Chief Justice dahil sa kanyang untainted name which I really admire.

The title of the article kasi eh WALA BA TALAGANG NAGAWA SI NOYNOY SA LEHISLATURA? I was just responding. There’s a list of bills na supposed to be acomplishments ni Noynoy for 12 years sa kongreso. Lahat kasi ng nakalista bills. And it’s deceiving sa mata ng mga hindi gaanong sanay sa mga technical terms; ang bills ay hindi batas.

Yes, Domeng…kung hinalal siya bilang kongresista at wala syang naisulat na batas, ni isa for 12 years, pagkukulang nya. He didn’t push for it hard enough, it’s almost like he didn’t believe in his own bills.
Kasi kung marubdob syang naniniwala na importante ang bills nya at maraming makikinabang dito, hindi sya uupo sa isang tabi lang for 12 years. Ipinaglaban nya sana ito. At pag hinarang sya ng mga “trapo”, he has the access to the media – he should have raised hell years ago.

I am not questioning Noynoy’s character here. I believe that he is incorruptible. But does he have the ability to get things done? Remember, six years lang ang presidency…. 12 years sya syang mambabatas at ni isang batas WALA syang naipasa. Mabuti pa si Lito Lapid, may dalawa, hehehe.
Gordon’s record as prime mover, his ability to talk people into volunteerism towards self empowerment cannot be questioned. Charisma is a trait that you can’t just cultivate – it’s either you have it or you don’t. Gordon only ran for election sa senado in 2004 (6 years ago) but he has so far pushed for these:
1. Automated Election System law,
2. Tourism Bill recently signed into law,
3. Veterans Equity Law,
4. The law fixing the regular elections of the ARMM,
5. The Sin Tax Law,
6. Laws fixing the tax regime in Special Economic Zones and Freeports in Clark in Pampanga, Poro Point in La Union; and John Hay in Baguio;
7. The law abolishing the death penalty law; and
8. The Biofuels Act of 2007.

Isang asset si Noynoy sa sambayanang Pilipino, I totally agree with that. Kaya lang kumbaga sa kandado at susi, hindi siya akma. Noynoy in the executive branch of the government, sa personal na pananaw ko lang naman, eh hindi uubra na katulad ng lock and key mechanism. Isa siyang magandang susi pero sa ganang akin, hindi ang office of the president ang tamang padlock para sa kanya…

So you mean to say Jet that you will vote for Lito Lapid as president? Totoo, Lito Lapid had a bill passed into law recently, something to do with free legal assistance to our poor kababayans. However, i heard him being interviewed over DZMM and he couldn’t even answer clearly certain salient points of his own law like – where do you get the budget for this service and who determines whether or not a person is poor enough to avail of such free legal assistance? On paper maganda yung batas but obviously, the author Lito Lapid did not even understand the basic mechanics on how his law was to be implemented. Does it make Lito Lapid a better legislator than Noynoy Aquino? So kuntento na tayo sa “di baleng medyo malabo yung detalye nung batas basta merong nai-pasa?’ Joker Arroyo did not have any bills this past congress, does it make him inferior to Lito Lapid? How about Manny Villar? He is tops when it comes to no. of bills and laws passed. Should we consider him the most qualified now that we know that a lot of his laws actually benefited his private companies? You guys are clearly missing the point. And please, do read the bills that he has passed and sabihin mo kung walang saysay ang mga to. Alam niyo naman siguro kung ano ang dinadaaan ng isang bill para maging batas. Sen. True, Sen. Gordon has had many accomplishments in his long career as a public servant but why do you think he cannot even muster the support he needs to win the presidency? You know why? There are points certainly justifies the integrity of each candidate we opt to choose. But hey, there are also some points that hadn’t been seen.
I certainly agree the way each contributors here expressed their thoughts. We are all open to give our views to these candidates, but I just noticed that all are in one perspective.
We cannot summon each voter to look the way we look to a candidate. Each has its own angle of looking at things. The way our perspective trajects the position we certainly stands for serves us to defend our own interpretation.
There are lots of questions we threw to each candidate lined up for our pen to ink this coming election. Are we looking for the questions at this time or the answers that will justify the future of our country. What matters most I believe is the foresight of each candidate and in our own little way seen how it could be implemented through the lesson they had learned in their journey to the field of politics. What we think the better effect it brings to the next generation.
We may not enjoy the full benefit of it in our time, but we will be proud that the succeeding generation lives in a way we all dream about. Voters must have to look where their chosen one brings the country in the future. Not for themselves but for the coming generation.

But it has to be pointed out because being in the congress for 12 years without passing a single law speaks volume of Noynoy’s leadership and influence. IF NOYNOY WAS UNABLE TO PASS A SINGLE BILL INTO LAW AFTER 12 YEARS IN CONGRESS, I AM SERIOUSLY DOUBTING WHAT HE CAN DO AS PRESIDENT FOR 6 YEARS. It’s scary…

Kadalasan mas madaling makita ang baho sa isang taong kumakandidato kesa sa mga TOTOONG magandang nagawa nito. Di sila perfect kagaya natin at ang option lang ng mga botante is to choose the lesser evil.
At kung pwede lang tigilan natin ang pag-aasam ng isang TRANSPARENT na government. Gaya nga ng isang pinapalinag ko dun sa kabilang post nung engineer. Pag-ikaw ay isang lider kakaunti lang ang pag-pipiliin mo. Kung di kapa naging boss ng isang kumpanya halimbawa, siguradong mararanasan mo ito. What more kung presidente ka ng isang bansa, lahat ng nasa loob nito ay gusto mong pakisamahan at pasayahin.
Transparency in personal aspect, organization or government is a wishful thinking. Kung isa sa inyo dito makaka-pag-sabi na lahat ng ginagawa nyo eh alam ng mahal nyo sa buhay sige simulan natin dun DAHIL BAKA NGA TOTOO na may transparency na tinatawag.

Eto isang example ng bill nya, ayon sa nakalista diyan sa itaas:
1. House Bill No. 1842, which sought the codification of criminal laws.
Lalagyan lang ng legal code ang mga criminal laws, ano naman ang haharangin dyan kung ipinaglaban nya lang? Ni hindi yan controversial at hindi nangangailangan ng malaking pondo – hindi nya naipasa????
2. House Bill No. 3616, which sought to extend the reglementary period for the educational qualification for PNP members. This was aimed at improving the quality of police officers.
How can he not justify this before his colleagues and pass this very sensible bill? Wala naman controversy dito eh.

‘Character is strength’
In reply to criticism that Senator Aquino’s legislative record reflects a weak leadership, Villacorta says “the next president must not only be incorruptible but must have the audacity to dismiss corrupt officials and file charges against them” in order to solve the rampant corruption and wrenching poverty.
“Character is Noynoy’s strength. His character embodies his parents’ legacy: integrity, decency, commitment to democracy and people’s welfare, a modest lifestyle,” writes Villacorta.
“He can have this courage and determination only if he has had an unblemished record of public service and has not violated any law. Fortunately, we have found a leader with a clear moral compass.”
Honestly, can you say the same thing about Gordon?

I like your argument. You stuck to the topic and you do raise some valid points. Noynoy has clear moral compass and his name ( as far as corruption is concerned) is unblemished. Walang intriga sa kanyang name kasi he didn’t have the opportunity to push anything big or controversial di ba? Kumbaga, less work less mistakes; no work, no mistake.
But at the same time he failed his constituents na nagluklok sa kanya bilang kongresista for 9 years at senador for 3 years! Pinadala sya sa kongreso para tingnan kung anong kakulangan sa batas ng ating bansa pero wala ni isang batas siyang naisulong. Zero for 12 long years. Nung nag congressman sya, kapapanganak ko nitong bunso ko… grade six na si bunso, wala man lang siyang naipasang batas ni isa? Antagal kaya nun.

Stick to the issue. Answer the issues that I pointed out. I’m not the one running for office kaya wag ako ang tirahin mo. Kung may nagawa nga ba sya at may napuntahan ang kanyang mga pork barrel type mo dine at ng malaman namin at hindi kami nag iisip na inutil yung 12 years nya as far as lawmaking is concerned.
Ina analyze ko lang ang kakayahan ni Noynoy. Kung may kongkreto syang nagawa, idepensa mo. Huwag mong ikainis ang pagtatanong ko. Natural na hihimayin ang kakayahan at abilidad nyang mamuno, tumatakbo sya bilang presidente eh. Kung ayaw mong sinusuri ang magiging possibleng presidente ng ating bansa, bahala ka. But me, I want to understand him.
Mabuti na itong may alam tayo. Sakaling manalo, I hope he performs better than he did these past 12 years for the sake of our country. At kung gagawin nya in the next 6 years ang ginawa nya sa kongreso these past 12 years (yung walang ginawa), at least pwede akong pumunta sa DZRH to say, “tinatawagan ko si guapos para sabihing, I told you so!”
Noynoy stayed in Senate for 3 years and those 3 years did 9 bills and 8 resolutions and NONE PASSED INTO LAW! They said QUALITY BILLS are more important than quantity.
So on the average while in senate made 3 QUALITY(?) bills/year. Is it really hard to make QUALITY(?) bills? …

Now, what about in congress where he spent 9 years as a congressman? What are the things he did or bills he passed? Meron ba? What projects did he implement in Tarlac? I just surmise where were NOynoy CDF went?

All the platform and slogans of the candidates for Presidency speaks much of the truth on what the citizens of the Philippines really dream of. Much more their own vision and ideals that presents the future of our own country.
Attacking merely on the character or the principles of one’s candidate is not the main answer to who will lead us to the better Philippines. We are now in the Information Age and yet most of us desire to live the previous ages. How well we have to choose a leader is not by our own sympathy alone but to look deeper into a candidates willingness and proven output to live up the expectations of the voters. How do a voter know each candidates personal ideals and foresights is well be presented to the candidates record in serving its term in any office. A record on which we have look on its general output. All those who serve are not perfect, but we have to look at it in general. One flaw as we personally see doesn’t mean all what a servant did is wrong.
There are times we disagree on things because that is not the way we wanted it to be. We condemn it because we doesn’t want to hear its views and interpretation. More the general consequences that lay down ahead.
I hope we could just look ahead and compare who among the candidates worked with good general output. We have to look not on his weakness but on his strength to drive our country back to its course of richness. Not to his failures but to the success he prove serving his master – the Filipino people.
Noynoy has done nothing wrong …or is it…

Caloy, the President we need is someone who can be both…one with unquestioned integrity at the same time a person with a track record of achievements and past performances.
The problems of the country has gone more serious and complicated than before, at some point a mere qualification of “walang bahid” is simply not enough to turnaround our economy and society…
If Noynoy’s only legitimate job for the past years is as a Legislator then we expect him to have results in this regard (i.e. enacted laws)…. We all expect excellence from our children, our siblings, our office staff, our bosses, in everything we do….but how come we turn away from this rationale and logical thinking when selecting a President…
Like when he say, Hindi Ako Magnanakaw….that is fine…pero baka ang mangyari eh….Kasi Ayaw Kong Magnakaw, Wala Na Rin Akong Gagawin in the next 6 years…. Can we really afford such a President at this day and age???

I can sense your frustration. Pareho lang tayo ng gusto, pareho tayong nangangarap ng mas mapayapa at maunlad na bansa. Pero ang nakakatakot lang kasi, kumbaga sa sasakyan, naghahanap tayo ng driver. He may be a good person but with this kind of record, paano nya patatakbuhin ang ating bansa? Oo, sabihin nating sya personally hindi mangungurakot dahil mataas ang moral standard ng kanyang pamilya. Pero kapag mahina ang leadership ng isang pinuno, ang mga alipores nya will have a fiesta! Paano nya maisusulong ang pinapangako nya na good governance which will have tons of roadblocks from different sides eh yun nga lang roadblocks na 3 readings ng bills sa kongreso hindi nya kayang lampasan?
Nag hire po tayo ng legislator who didn’t do a thing for 12 years, ipopromote pa nating manager ng bayan? Naman namannnnn!

Yung kasing nakaatas na responsibilidad sa isang mambabatas ay gumawa o mag amend ng batas. So kung na eevaluate tayo ng performance ng isang kumakandidatong pangulo ng ating bayan, titingnan natin sa kanyang past performance di ba?
There is no question na Noynoy failed on that aspect big time! Sa puntong yan, his efficiency is being questioned. His performance is being judged based on that area. Ito ang lumalabas na logical judgement based on that: Zero sya sa past performance (FOR 12 YEARS, wala ni isang batas!) therefore inefficient siya sa trabaho.
Maraming roadblock sa pagpapasa ng batas. Nandiyang isasantabi ang bills mo dahil hindi ika importante. Nandiyang haharangin ang bills mo dahil maraming masasagasaan. Nandiyang sasabihan ka na walang pondo para diyan sa batas mo. Pero dapat kung alam mong makabubuti sa bayan mo ang bills na isinulat mo, isusulong mo ito – you push for it. Hindi sa gino glorify si Lito Lapid pero kasi si Lito ang ang naturingang weakest link sa senado dahil ika walang pinag aralan, walang alam. Pero kung si Lito Lapid nakapagpasa ng dalawang sensible laws, bakit si Noynoy ni isa wala? Ito ang trabaho nya these past 12 years, hinalal sya ng bayan for this purpose. He failed us for 12 years. How are we to think na he will not fail us in the next six years? Presidency has much bigger responsibilities than legislation. Sa tingin ko, mas gugustuhin ko ng iboto ang taong wala pang napapasang LAW at malinis kesa naman sa ibang tinadtad ng LAW ang Pilipinas at kada Law na naipapasa ay halos 1 billion ang kinikita! ‘di naman problema ng Pilipinas ang LAWs sa ngayon dahil madami naman tayong magagaling na officials para gumawa ng LAWs ang kailangan natin ay yung magpapasa ng mga “makagaganda” sa Pilipinas hindi yung “makakayaman” ng bulsa ng mga mapagsamantala. If I can only vote, I would go for Noy-Mar tandem.

Correct me if I’m wrong.. A LAW that was deliberated and passed in the senate or in the congress is not for personal gain. It is for the CITIZEN OF THE PHILIPPINES to comply with and a form of guidance to follow for every Filipino for the better society.
I believe that there were never a single LAW in our constitution that benefits only a person but to the whole Filipino society. Bakit ang pananaw ng iba na ang batas ay para sa vested interest ng isa at hindi sa mamamayan? Papano ba natin inintindi ang BATAS ng pilipinas? How do we really understand and define the word LAW???
Baka naman ang iba dito hindi talaga alam ang tunay na kahulugan ng batas…

Thank you for saying that. I couldn’t have said it better. It’s disappointing, really.
I am saddened by how much our educational system dummied down to the point that some of our own people seem to have lost their analytical capability already. IMHO, there are some who don’t read anymore. They listen to opinion of others and instead of looking back at facts in order to form their own opinion, they just parrot what they heard. And they argue with full passion as if their life depend on it without realizing that their argument don’t make any sense. *sad*
I hope that whoever wins this election can lead the country to a better decade. We get what we as a nation deserve, that’s the essence of election. IMHO, the surveys are painting a grim picture. It’s scary and I hope we at least stay ahead of Bangladesh…

I thought I was the only one who feel that. Really I could not sense nor see their ability to look the other dimension of reality. It is very open that they cannot distinguish the difference of facts and theories.
I am not bragging what I have personally but i just beg them to open up their eyes and mind and look forward for a better country to die for.
You are very right to say that the analytical capability was already gone, if not, it was forgotten. Too sad to vision our country under the rate of bangladesh. I wish I can go back in time to feel more prouder that we were at top in our side of the world.
WE need vision to carry out our love to our country. We need someone who really can bring us atop of others. We need those facts to work for us to let us say we are proud to be a FILIPINO. We have to wake up and work out our country’s destiny through the facts and vision of our chosen leader, how well they can lead us a step ahead and not to any unproven issues we only heard (let those be facts in the judiciary).
